World
Main usable water resource for human is fresh water existing in the lakes and rivers that only forms 0.26% of the world fresh water. Spatial and temporal distribution of freshwater is not coincided to the population distribution as well as society requirements, such that Asia, containing 60% of the world population has 36% of the world renewable water resources; in the meantime, Amazon basin, Middle-East and north Africa containing 0.4%, 5% and 5% of the world population have 14% and 1% of the world renewable water resources respectively.

The severe limitations and decreasing water quality on the one hand and increasing population and the development of urbanization, agriculture and industry as well as intensifying water demand on the other hand are fundamental challenges. If these challenges are ignored, the country's development process will face serious obstacles in the near future. Operational management includes containment of surface water, water transmission through channels, non-use of groundwater in irrigation, and combined usage from canal water

Rapid population growth and urban development without proper planning have put a lot of pressure on water resources. Increasing water consumption in the domestic, industrial and agricultural sectors due to the limitation of water resources has sharply caused increasing in water demand. The unstable development of cities and the increase in water consumption in urban areas have put a lot of pressure on local water resources and in some cases led to a decrease in groundwater levels and the emergence of environmental problems such as land erosion.

Introducing Makran
Makran region, having economic potential such as Chabahar Port, limited agriculture and fishing industry plays a key role in international trade and communication. However, environmental challenges such as water scarcity and soil erosion have hindered its sustainable development. The strategic importance of the region, as a part of the north-south corridor, as well as the government's attention to the infrastructure projects reflect Makran's high potential for growth.

Meteorology of Makran
Makran region, with its untouched beaches, unique water resources and strategic location, has high potential for Iran's economic and environmental development. Chabahar port as a gateway to Asia and Africa, and Chabahar Free Zone as an investment hub create significant opportunities for investment and tourism. However, challenges such as water scarcity and environmental fragility require sustainable management and innovation in aquatic technologies.

Hydrological factors directly or indirectly affect the amount and type of the groundwater and surface water flow. The results of hydrological studies are used in water resource management, design of dams and water transmission structures, and estimating dam’s useful life. The Makran region in Sistan and Balochistan province of Iran, has a hot and dry climate with very little and irregular rainfall, which is affected by the monsoon winds of the Indian Ocean and Mediterranean rainfall systems. The average temperature in the region reaches above 40 degrees Celsius in summer, and humidity is high on the coast.

Meteorology and Hydrology
Due to appropriate slope of the study area as well as suitable topography, the best route for harvesting and transmitting rainwater was selected as the “western runoff route". Based on elevation profile of the transmission route, runoff may be gravitationally conducted to Patanpiss syncline in order to reduce project costs through modifying geometry of the route. In order to conduct runoff to the transmission routes, it is going to excavate two trenches, approximately 3/5 Km in length and excavation volume of about 5 million cubic meters, in the northwestern and western parts of the syncline.

Topographic conditions of the Patanpiss syncline are structurally suitable for harvesting rainwater. Stratigraphic point of view, it is composed of marl unit intercalated with a thin-bedded sandstone. An earthen dam is going to be constructed in the southeast of syncline to create a reservoir having appropriate volume for storing flood.

Precipitation regime of the study area and its basin is generally affected by the Mediterranean regime namely concentrated rainfall in winter. Much of the precipitation in the area occurs during the winter season. Then the amount of rainfall is gradually reduced during spring and summer, and eventually peaks in autumn. Unusual increase of rainfall is observed in some stations due to the effect of Indian summer monsoon regime. The effect of the monsoon regime, especially the summer rains, is greatly observed in July in the region.
